NSW
The NSW Skilled Migration Program will open once the final state and territory allocations are confirmed by the Australian Government.
The website has been updated and Investment NSW will send out a newsletter once the program is open.
The NSW Government will continue with last year’s program settings, with only minor amendments.
Key Changes
- Updated Skills List: NSW and Regional NSW skills lists have been revised.
- TSMIT/CSIT Definition: TSMIT/CSIT has been added as a formal definition.
- Study in Regional NSW: exceptions apply where an applicant’s entry to Australia was delayed due to student visa processing delays by the Department of Home Affairs (Pathway 3 – Direct Application).
- Nomination Fees: fees for subclass 491 and subclass 190 nominations have increased in line with CPI, now set at $363.
Invitation Rounds
- Invitations will be issued regularly, approximately every 2–3 weeks, until the allocation is exhausted.
- The NSW Government will provide regular updates throughout the program year.

Tasmania
In anticipation of the Australian Government providing the State and Territory allocations, the Tasmanian Skilled Migration State Nomination program opened on 6 October 2025.
Key changes to Tasmania's Skilled Migration program include:
- an easier to navigate website
- updated and clearer minimum eligibility criteria
- updated priority attributes
- a revised ROI ranking system
- changes to income thresholds based on updates to Australian median and average earnings and the Temporary Skilled Migration Income Threshold
- simplified and clearer detailed policy guidance in the Additional Information, Exclusions and Definitions section of the Migration Tasmania website
- the service fee to apply for nomination has increased to $370 ($407 including GST). There remains no charge to submit a Registration of Interest.
Candidates who have submitted an ROI in the last six months may wish to withdraw it and submit a new one, as the changes to priority attribute ranking criteria may significantly improve chances of selection.

ACT
The ACT Government held an invitation round on 15 September based on the interim allocation of 165 places (85 places Sc 190 and 80 places Sc 491) which was provided by the Australian Government. A total of 71 approvals (50 approvals Sc 190 and 21 approvals Sc 491) were provided as part of the 15 September invitation round. The approvals were carried over from the 2024-25 migration program year after the ACT reached its allocation. The final allocation for the 2025-26 program year has not yet been provided by the Australian Government.

Updated Critical Skills List
The ACT Government has updated the Critical Skills List for the 2025–26 program year. The list has been reduced from 152 ANZSCO 4‑digit unit groups to 105.
To better reflect its purpose, the list will now be called the ACT Nominated Migration Program Occupation List (or the ACT Migration Occupation List for short).
Applications submitted in response to invitations from the September 2025 round will not be affected, even if the nominated occupation has been removed. However, invitations in future rounds will only be issued for occupations included on the updated list. The revised list will apply to all Canberra Matrix submissions, regardless of the date of lodgement.
Updates to ACT Nomination Guidelines
The ACT Government has also made minor clarifications and process changes to the ACT Nomination Guidelines, based on feedback from migrants and registered migration agents.
The key updates are:
- PhD Applicants: previously, PhD applicants were invited every seven business days, regardless of nomination availability. From now on, they will be invited as part of each invitation round. Priority processing remains in place, but invitations under this pathway will be issued less frequently.
- Subclass 457/482 Pathway: the guidelines now clearly state that applicants must be employed for at least six months with their sponsoring employer on their employer‑sponsored visa. This requirement reflects the original intention of the program.
- Sc 491 and 190 Invitations: the guidelines now specify that Sc 491 invitations are issued before Sc 190 invitations, clarifying how this may affect an applicant’s chances of receiving an invitation.
These changes will apply only to applications for future invitation rounds. Applications submitted as part of the September 2025 round remain unaffected.
Processing and Allocations
Until the final allocation is confirmed by the Australian Government, the ACT Government will continue to assess applications in the queue. If the interim allocation is reached, applications will still be processed, but nominations will only be issued once the final allocation is announced.
Once the final allocation is received, the ACT Government will publish tentative dates for invitation rounds for the financial year on the ACT Government website.
The updates provided within the Notice and attachments are without prejudice and will only be formalised once they are published on the ACT Government website.
